epa10886593 View of the house of Jose Maria Puentes and Gregoria Fernandez, a year after the passage of Hurricane Ian, near La Coloma, province of Pinar del Rio, Cuba, 27 September 2023. Jose Maria Puentes, an 86-year-old Cuban, cried on his wheelchair, not only for remembering how Hurricane Ian destroyed his house one year ago, but because since then he has felt ignored by the authorities, adding 'no one has come here. Never'. His 85-year-old wife Gregoria Fernandez tried to console him while raindrops fall to the floor of the living room of their improvised house next to the La Coloma highway. Hurricane Ian made landfall on western Cuba on 27 September 2022 as a high-end Category 3 hurricane and considered the strongest tropical cyclone to impact Pinar del Rio Province since Hurricane Gustav in 2008. According to figures from the Ministry of Construction, after one year only 43 percent of the more than 100,000 homes damaged by Ian have been recovered, and of the 12,805 total collapses, only 427 (three percent) have been lifted back.
