FRANCE HEATWAVE DEATHS
A cross on a graveastone is seen as a silhouette on Thursday, 25 September 2003, in the Saint Pierre cemetery in Marseille. The French National Institute of Health and Medical Research, determined that 14,802 more people had died in August than expected and that those deaths therefore were caused by the heat wave. The new estimate came a day after the French Parliament released a harshly worded report blaming the deaths on a complex health system, widespread failure among agencies and health services to coordinate efforts, and chronically insufficient care for the elderly.
