Horrible this punishment certainly is; but let us not forget the horror of the occasions that have made it a duty to administer it; and let us not forget, also, what is certainly true, that the administration of this punishment is controlled by humane and just men - not the less humane, be it remembered, because sternness must now be mingled with their justice".'
