China will increase housing subsidies for poor urban residents in the form of cash, as opposed to housing or rent reimbursement. The subsidy increase will take effect 01 March, before the commencement of the National People's Congress two days later. China's two largest cities, Shanghai and Beijing, alone have twenty thousand families living just above the substinence line, according to a report by state-run Xinhua News Agency.
