BAGHDAD, IRAQ-JULY 26, 2008: Iraqi detainees eat dinner and socialize in an outdoor pen at Camp Cropper, a U.S. military detention facility in Baghdad. Just under 21,000 Iraqis are currently being held by the U.S. military, outside of the Iraqi justice system, under terms laid out by a U.N. mandate, which will expire at year's end. The terms under which the U.S. military can continue to detain Iraqis on Iraqi soil is currently being negotiated with the Iraqi government and has been a source of contention between the two parties.
