China's 'hukou' system, which is a household or residence registration system, provides citizens access to public services and benefits based on birthplace and family roots. But it has also become a problem for Chinese migrant workers. Due to the hukou system, migrant workers and their families cannot obtain permanent resident status in areas other than their hometown, and are left with limited access to social benefits in education, health services and social insurance.
