Myanmar's main opposition party will not join constitutional talks organised by the ruling junta starting Monday because the military government has refused to free its leader, Aung San Suu Kyi, and vice chairman Tin Oo from house arrest, party leaders announced Friday 14 May 2004. Diplomats have said the convention would have no legitimacy if the 58-year-old Nobel peace laureate remained confined and the NLD took no part in the talks.
