The Dead Sea, bordered by Jordan to the east and Israel and Palestinian territories to the west, is the earth's lowest elevation on land. It recorded a water drop level of one meter per year. The reason is the lack of incoming water, building of dams from neighboring countries, and the evaporation of water. Reduced water level in the Dead Sea threatens tourism and agriculture. Jordan and Israel signed an agreement sponsored by World Bank on 26 February 2015 to build a desalination plant in the Gulf of Aqaba and a pipeline linking the Red Sea with the Dead Sea. The project would help reviving the shrinking Dead Sea. The project is expected to start in 2018 and will take nearly three years to be completed.
