California lawmakers are expected to vote, Thursday, on a plan by Gov. Arnold Schwarzenegger to change the way the state punishes tens of thousands of criminals. If approved the plan would divert thousands of inmates to local jails, early release for those who complete prison rehabilitation programs and to expand electronic monitoring to include inmates released to home, hospital or nursing home confinement for ill or infirm inmates, those over age of 60, or any inmate with less than 12 months left to serve.
