Spain and Libya have reached a framework agreement that could see Spanish firms invest as much as US$17 billion in Libya. The deal, which still has to be fleshed out, could see Spanish firms invest US$5 billion (euro3.5 billion) in the Libyan energy sector, euro2 billion (US$2.9 billion) in defense and aeronautics and up to US$10 billion (euro7 billion) in a huge Libyan project to develop the country's infrastructure.
