BAGHDAD, IRAQ-JULY 26, 2008: Iraqi guards patrol the "catwalk" above an outdoor pen for detainees at Camp Cropper, a U.S. military detention facility in Baghdad. Just under 21,000 Iraqis are currently being held by the U.S. military, outside of the Iraqi justice system, under terms laid out by a U.N. mandate, which is set to expire at the end of this year. The terms under which the U.S. military can continue to detain Iraqis on Iraqi soil is currently being negotiated with the Iraqi government. (KEYSTONE/NOOR/Yuri Kozyrev)
