In this photo released by the Bureau of Land Management, wild horses are seen on the at the Pryor Mountain National Wild Horse Range in south-central Montana on July 16, 2004. The BLM announced Wednesday, July 5, 2006, it plans to administer birth control to two dozen wild horses to help limit the population and address concerns about range conditions in the Pryor Mountains. Some wild horse advocates say they understand BLM's use of birth control on select mares would eliminate the need for rounding up and removing animals from the range in northern Wyoming and southern Montana. But a BLM spokeswoman said Wednesday that's not the case. (AP Photo/Bureau of Land Management, Ann Boucher)
