After a general strike on November 27, 1989, he as the representative of the communist government started negotiations with the umbrella democratic opposition movement Civic Forum (OF). In early Dec. 1989 Adamec stepped down as prime minister to be replaced by Marian Calfa who headed a communist-dominated cabinet that led the country to elections in which the Civic Forum clearly won in June 1990.
